Primus Partners is assisting urban agency in modernizing and upgrading the legislative framework, processes and services to effectively handle the ever-changing dynamics in the urban areas and manage the rapid urbanization needs of the state.
To modernize and streamline the legislative framework, processes, and services of the department, we reviewed the existing legislative, regulatory framework, guidelines and acts. We also identified the leading practices adopted by similar states in land use, urban planning, master planning, real estate development etc. based on assessments and consultation we proposed a unified act merging laws from 1952, 1963, and 1975, developed regulations, and prepared SOPs for various services. Additionally, we also advised on mechanisms for taking over canceled licenses, resolving stressed assets, mitigating NCLT-related issues, and improving procedures for development plans.
